On May 30, 2024, the New York State Energy Research and Development Authority launched the first phase of its Home Electrification and Appliance Rebates (HEAR) Program funding to consumers. The rebates are available through the existing EmPower+ program, which is open to New Yorkers earning below 80% area median income who are owners of one- to four-family households. Heat pumps for space and water heating, electric upgrades, air sealing, ventilation, and insulation are eligible for rebates. An energy assessment by a participating contractor determines appropriate energy efficiency and beneficial electrification opportunities for each residence.
