On January 5, 2024, the Washington Department of Commerce published a new legislative report titled, Green Electrolytic Hydrogen and Renewable Fuels: Recommendations for Deployment in Washington. The report was directed through RCW 43.330.570 and assesses opportunities and challenges to advancing green electrolytic hydrogen-derived fuels in Washington state. The report also provides modeling of anticipated demand for green hydrogen, an analysis of electric system impacts, siting and permitting recommendations, and workforce and environmental justice considerations. It concludes with key recommendations including setting a state target for hydrogen production, helping producers access the 45V Production Tax Credit, funding pilot and demonstration projects, addressing and controlling emissions from imported hydrogen, monitoring and reducing leakage, supporting efforts to site and permit renewable electricity and transmission infrastructure, and developing an environmental justice tool for hydrogen projects.
