On June 24, 2020, U.S. Senator Tina Smith (D-Minn.) and U.S. Representative Lisa Blunt Rochester (D-Del.) introduced the Open Back Better Act of 2020. This NASEO-supported legislation --- if enacted --- would provide $20 billion over four years for mission-critical public infrastructure through three existing programs: the U.S. State Energy Program, the U.S. Department of Energy (DOE) Federal Energy Management Program, and DOE's Office of Indian Energy, all of which are able to deploy quickly, catalyze private sector energy investment, and put people back to work while providing much needed public-sector infrastructure improvements. The bill was developed, in part, based on a multi-organization proposal which NASEO assisted in developing over the past year.
